In the interest of relieving frustration and contributing feedback to the subject, wanted to share that I had the same issue and resolution as explained by donnie53.

Steps
    Installing AOEOnline for first time ever on desktop with Win7.
    No pre-release version were involved.
    Got stuck on the corrupted spartan catalog file issue.
    Checked that all exes were being run in Administrator mode.
    Verified that no files were marked as read-only (there weren't any).
    Re-installed the game, rebooted and ran into the same spartan file problem.
    Upon reading this forum (and donnie53's comment), checked properties of the game folder, and discovered the read-only flag marked (default install folder: C:\Program Files (x86)\Microsoft Games\Age of Empires Online)
    Unchecked that flag, and when prompted: committed changes to all sub-folders and contained files.
    Ran the Launcher again, and the installer proceeded successfully.

Machine Info:
OS: Windows 7 Ultimate, SP1 64bit
CPU: Intel Core i7 920 @ 2.67 Ghz
RAM: 4.00 GB
GPU: GeForce 9800 GTX+
Gfx Driver Version: 296.10
DirectX Support: 10
Anti-virus: Microsoft Security Essentials

Great to hear that it worked for you deltaj!!

Sorry to reply sooo late!! But I installed on the XP machine (Not Mac dual boot, running again in a virtual environment) and it has so far worked fine, x86 install. So I can only assume that its possibly an issue with x64 installs of win 7 (Possibly other x64's as well).

Hi,

I had the same problem..... but wen i untick the read only tab of the main folder and applied to all sub folders .... wen i check again the properties read only tab is ticked again..... pls help :(

You could go, and try contact the online assistance or service, to help you go trough this. It is for sure an internal error, and you cant do much about it.
