I'm assuming your asking in the case for Supreme Commander and Supreme Commander: Forged Alliance and NOT Supreme Commander 2.

Secondly those spots on a map are often referred to as "Hydro(s)" and you Build Hydrocarbon Power Plants found in T1 on them.

Note that you can't build Hydrocarbon Power Plants with the Commander until he has been upgraded, but T1 Engineers can build them fine.
