Not sure if Arty is classed as AI or not.

Here goes anyway.

Is there a way I can stop the AI building T3 Arty. I use Sorians Lobby Enhncement Mod nd the Unit Mod, but that only lets me turn of T3 altogether. I just want T3 Arty off.

Anyway I can do It, maybe opening a file and deleting a line or something?

You can turn t3 off t3 artillerie by commenting (use #) out the builders for t3 artillerie. to do so:
1 open 03_sorian.scd (use winrar)
2 go to /lua/ai/Builders/
3 open the file of the defenses builders( should be something allong defensessorian.lua)
4 search t3artillery and t3rapidartillery to find the builder(groups) for the t3 arty.
5 put comment marks infront of them and save file

if you also wanna disable the abillity to build mobile tech 3 artillery, open ailandattackbuilderssorian.lua and comment out the builders for t3 artillery units.

this disables the ability to build t3 arty for the ai, but not for humans.
